The Post Office.
Back in the day it was a bank.
Because private banks kept robbing people the government provided safe transport and delivery of goods, resources, and supplies.
Which, to effectively do so, required banking services.
In the 1930's, during all those brilliant decisions that created the dust bowl, the great recession, and an energy crisis in the 70's.
The banks said to the courts "oh, the post office doesn't need to a bank anymore. We don't need a balance to keep us honest. We haven't robbed anyone in like...30 years."
And the courts said. "Oh, yeah, makes perfect sense."
So that's what I would do as President.
Turn the Post office back into a bank.
At this bank you can apply for federal loans, grants, and emergency assistance.
If you take out a lone, or are found to have used grant or emergency funds on something not covered
The balance will be paid back through your social security fund.
The thing the Post office can offer outside of banking is the safe and timely delivery of medications.
So.
That's what I'd be doing in my first hundred days.
SBA : Begin developing a catalogue of PPE and Safety equipment that small businesses and independent laborers can order from.
EPA : Begin partnering with local municipal planers to reopen and expand operations of existing post offices with an eye towards new locations.

I need vetting and screening protocols for new post office locations and the hiring for foreign nationals seeking asylum or naturalization.
We'll be working with both.
Trade Reps : Start asking about to see who'd be interested in adopting our Postal Banking services and what they would be looking for from them.

If they can check forms, schlup boxes, or stand around looking scary they're hired.

I need electric busses for the short term and track laid in the long term.
We're putting nurses back in schools and doctors on call.
Every student will receive free healthcare until the enter the work force.
At which point they can choose whatever health care option their employment offers.
And by the end of it they'll be able to take a train between classes, schools, and libraries.
We need to focus our efforts in the schools and communities that need it most first, start rural and work in from there.
Commerce
We need to identify businesses and companies that specialize in recycling and build an analysis on their capacities and capabilities so we can figure out where to focus our efforts in the next hundred days.
Labor
We need budgeting for Postal starting wages at $500 a week.
Not hourly.
Scaling that to $1000 a week over 10 years.
If we do this model right we'll be creating a new minimum wage and hourly pay will only be for over time and supplemental income.
Energy
I need supplemental solar and wind grids to cover at least 70% of our energy needs yesterday.
And other viable options tomorrow.
And I need overnight deployable versions able to run hospitals and shelters in disaster zones.
Agriculture
0% food waist is impossible, but distributing it isn't.
I've got aid packet designs that can be sold on the shelf with everything else to make sure we have enough in circulation to cover any emergency at a moments notice.

I want representatives from the U.S. Territories to Sit down with representatives from all of the recognized tribal nations within the U.S. borders.
The Territories are to Negotiate with the Tribes for a treaty that will honor those that have been broken.
My offer from the People of the U.S. is Senate and Congressional Seats for each with full voting powers and privileges while maintaining full national sovereignty.
This offer extends to Hawaii and Alaska.
We will find justice for the ancestors and peace for our decedents.
That's the first 100 days kids.
Who are the members of my cabinet?
Not a clue.
I'm leaving it up to each of the comities responsible for the positions to present me with 2 people for each position from the seated representatives at the time of the election. I have some requests but the Cabinet is there to keep the President in line just as much as the President is to give them policy direction.
I'll have some people that I'd like to place on the various cabinet advisory boards. Even if I don't like them personally I trust them to be solution oriented over trying to score political points.
Then we'll take a week to see if we'll be able to get work done.
After that I'll be doing the Presidential bullshit tour....I mean press tour.
