Signed and Sealed

 Ya know.

Those of us that worked that day...I don't think we'll ever be able to. 

Where was I on 9-11? 
I was 19. 
I'd worked a long night before, plains coming in late. 
The usual. 
Got home, turned on...  
Hell, I don't even know what game I was playing at the time but I'm sure If I go through the save files on my old ps1 memory card I could tell you.  

Like I said: Immaculate files.

But I was woke up at some point in the morning by a phone call.  
I'd picked up the phone. 
Blearily walked out to the living room at the prompting from the voice on the other end and turned on the t.v.
Dunno if it was a replay or live, but message received. 
Threw on clothes that shouldn't smell to bad and grabbed my badge and went to work. 

And I haven't been home in 25 years.

The Bush administration created DHS during that time. 
Because they claimed it was needed to "defend the homeland."  
Fucking bullshit.  
Even this star spangled monkey boy could see that. 
That was the National Guard's job. 
That was the FBI's job
The was the CIA's job. 

But they, the administration at the time, all wanted it under one roof, outside of the jurisdiction of any of those organizations. 
And as you've seen in the last 25 years. 
the National Guard was mobilized, pulled from the post of responding to natural disasters and providing military assistance when needed. 
Young men and women agreeing to put on a uniform and step up if there was an invading force in exchange for being able to go to school.
Then they got turned into the invading force. 
What if they'd still been at home when Katrina happened?
So fucked.

Over the past 10 years the FBI's credibility that was clawed back after the McCarthy era has been undermined and operations disrupted. 
The CIA?
Who the fuck knows with those guys but I have a few questions I'd like answered.

So yeah. 
DHS shouldn't exist. 
Not according to the constitution. 
Hell whistleblowers from the time and the time after were trying to tell people but no one listened. 
Well, most people didn't listen.
I listened. 

If I got into office this is how I would handle that b.s. 

1.  Enfold analysts into their appropriate organizations. 
FBI for state side
CIA for outside the states.
Safety analysts back with the core of engineers and directing Guard operations supporting civilian infrastructure. 

2. Dismantle Ice and Border Patrol at the national level. 
Neither of those organizations are necessary if the other three are doing their jobs. 
Ban Ice agents from federal or law enforcement and allow border patrol agents into Guard organizations provisionally.
Gotta start from scratch to earn the trust back. 

3. Have border crossings fall under the jurisdiction of the National Guard since that's literally in the mission statement. 
When you consider that  90% of "illegal" immigration is a humanitarian crisis brought on by natural or man made disasters and it is literally their duty to answer those calls. 

4. Establish a national law enforcement standards in training and conduct.
 I have some real thoughts on this one, but we'll cross that bridge when we get there. But the thing to understand is that law officers need to be held to a level of accountability that goes beyond that of an average civilian.  
It's called standards and ethics. 
It's called community service.

"DHS should have never existed, it was a panic response from congress in because of the September 11th 2001 terrorist attacks that the outgoing administration tried to warn the incoming administration about. And some where along the way the ball was dropped.
Then the Bush administration took the nation into a war with Iraq on falsely fabricated intelligence to further personal goals.

Then capitalized on the fear created to consolidate operational power outside of the very intelligence system they had scammed.
Never mind the fact that the organization that perpetrated those attacks, the Taliban, was a group trained and armed by a combination of larger nations, including the U.S., in an effort to "quell unrest in the region" and then were left with their asses hanging in the air by the very governments that promised to help them.  
That's not hyperbole. 
That's history.
And a matter of public record."

The whole fuck up of the past 25 years is that departments weren't communicating the way they should have been and instead of solving the issue.  They, the Bush administration,  created a whole other department and expected to solve a balancing act by turning it into a Three Body Problem."

"What's a Three body problem?" 

"Oh for fucks sakes did none of you do your due diligence before this meeting?"

"So you want to nationalize everything is what you're saying."

I want a national standard for ethics in law enforcement that can be adopted by every jurisdiction and modified to fit their situation.  I think in the old days they called it something wild like...A Sharrif or A Marshal. 
Yeah yeah, I know, keep it professional but to quote an Old Army Sargent that taught me to sharpen knives by hand.  'watching you guys handle this has been like watching a couple of retards humping a football.'   "

"That's that attitude of most current policing standards. A training standard that's been mostly drummed out of the armed forces and then deployed in police departments around the nation. Or do I have to employ the knife hand to make my point."

 You want to have the U.S. Military handle border enforcement?"

I want the National Guard to be responsible for monitoring border crossings and if there's an issue at a crossing or border location then the states Governor can request intervention just like with any other State Side issue that's beyond the capabilities of their existing infrastructure or labor capacity. 
And I'd have them tear down that impotent fucking wall and use the steal to make crossing points for asylum seekers."

"So you'd just throw the borders open."  

"Look man ya'll are always talking about how you want free trade, free markets, and stable commerce.  I'm just telling you how to ethically setup the security for it.  Besides almost every national security issue that's arisen in the past...250 years...has been because of wanting to tighten restrictions, and by doing so massive bottle necks were created.   
Do you guys really not understand that most of the illegal trade and crossings are only as lucrative as they are because of you, the governmental you, trying to fight a "war on drugs".  Your actions made it so much worse than it needed to be and for what reason? 
 Because you didn't want farm workers going home between planting and harvest seasons.
 Because it's cheaper to hire desperate people to work for less and then dispose of them like trash when they start to realize they should have rights.   
That's the problem with being as good at sniffing out the truth as I am.

"No, I'd place the proposal before the armed services committee for review and while congresses drafts the language and votes I would pull in the heads of departments to start discussing the logistics.  Work to formulate a time table and attempt to anticipate any issues that would compromise national security.  then give the go once the law hit my desk.  Hell if we do it right and plan accordingly the entire thing would take 3 to 5 business days once the law is signed."
